Larry has been a public service Risk Manager/Safety Manager for over 20 years. He is currently employed at the City of Elk Grove as their City Risk Manager. Additionally, Larry has over 23 years experience with Special Districts having served as Board Director for the El Dorado Hills Fire Department (13 years), and the Manager of the Safety, Health & Environmental Services of the Sacramento Municipal Utility District (SMUD) (10 years). Larry is currently an advocate for California Special Districts as a Board Director at the California Special District Association (CSDA) Larry has lived in the Community of El Dorado Hills for over 26 years with his wife Barby and their three children and five grandchildren. Over these 26 years Larry has demonstrated his passion to make El Dorado Hills a better place to work, play and raise children, by having served at different times as a member of the EDH Chamber of Commerce, Friends of the Library and the EDH Rotary Club. Larry, as a member of the El Dorado Hills Incorporation Committee, actively drove the El Dorado Hills Incorporation effort for over 8 years resulting in the culmination of Larry being elected as one of the first City Council Members; even though the incorporation moment failed to obtain the necessary votes. As a Board Director Larry’s passion has been to ensure that the Community Services District effectively and efficiently provides customer focused services. He believes strongly that the Community’s parks are the “heart and soul of the Community; places where our children’s first memories are made”. Larry’s education includes a Masters in Public Administration from Golden Gate University, San Francisco and a Bachelor of Science in Criminology from California State University, Fresno. He has also completed the certificate in Special District Board Leadership and Management offered by the Special District Institute, and CSDA’s Special District Governance Academy Certificate.
